Practice

Barbara Eyman, a partner in our Health Care Group, focuses her practice on health law, financing and policy. She is a trusted advisor to hospitals, academic health centers and other providers and to states on Medicaid, Medicare, the State Children's Health Insurance Program (SCHIP) and other health policy and reimbursement issues. She assists clients in designing and implementing innovative reimbursement and coverage systems, developing and obtaining CMS approval for Medicaid and SCHIP waivers, compliance with federal Medicaid, Medicare and SCHIP requirements, state health care reform and related policy and financing issues.

Professional Experience

Since 1991, Barbara has worked with public and non-profit hospitals on a wide range of issues, including Medicaid, Medicare and SCHIP reimbursement, supplemental Medicaid payments (including Disproportionate Share Hospital payments, graduate medical education payments, upper payment limit programs, intergovernmental transfers, certified public expenditures) and other reimbursement issues. She has extensive legislative and regulatory advocacy experience in issues of importance to academic and safety net health care systems, having represented clients before Congress, the Department of Health and Human Services, including the Centers for Medicare and Medicaid Services and the Health Resources Services Administration, and other executive branch agencies. In addition, Barbara has assisted clients with reimbursement-related administrative and judicial litigation matters. Prior to practicing law, Barbara was a legislative assistant on health care issues to former Rep. Leon E. Panetta of California.
