Practice

Charles Luband joined Ropes & Gray's Health Care Group in 2008.  Charles focuses on health law, financing and policy, particularly focusing on Medicare and Medicaid reimbursement issues. 

Professional Experience

Charles is an accomplished advisor to public and non-profit hospitals and health systems on a wide range of regulatory issues, including Medicare and Medicaid disproportionate share hospital payment issues, Medicare and Medicaid graduate medical education payment issues, Medicaid upper payment limit payments, intergovernmental transfers and provider taxes, Medicaid state plan requirements, the 340B drug pricing program, the State Children's Health Insurance Program (SCHIP) and the Emergency Medical Treatment and Active Labor Act (EMTALA).  In addition to regulatory advice, Charles has participated in legislative and regulatory advocacy at the federal and state levels and in litigation in the administrative and appellate contexts.

Charles has spoken at educational seminars and national conferences on various reimbursement issues.  He is the author of a chapter on Medicaid Financing in the 2009 Medicare and Medicaid Reimbursement Update.
