Practice
Nathan Brown, counsel in Ropes & Gray's Health Care Group since 2008, focuses on providing regulatory, legislative and litigation counsel to national associations, hospitals, other health care providers and manufacturers and suppliers in a wide range of issues relating to Medicaid, Medicare and other health programs. Nathan also works on advising corporations, national associations and political committees with regard to election, lobbying, ethics and open records laws.
Professional Experience
Nathan focuses his practice on advising clients on Medicaid and Medicare financing, reimbursement, coverage and eligibility issues. He also advises clients on drug reimbursement and drug rebate programs, Medicare Part D and Medicare Advantage, health IT, state insurance laws and federal and state health reform. He has represented clients before the Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services Departmental Appeals Board, various state agencies and in litigation in federal and state courts. In 2008, he represented a California hospital and three national hospital associations in successful litigation against CMS overturning the Public Provider Cost Limit Rule.
Nathan also advises corporations, national associations, political committees and federal and state candidates regarding federal and state election and campaign finance laws, lobbying and gift laws, public ethics laws and open records laws. He has represented clients before the Federal Election Commission and state boards of elections.
Prior to coming to Ropes & Gray, he worked at another law firm representing state agencies, providers and manufacturers with regard to federal health programs and FDA regulatory issues. In 2001, Nathan served for six months at Bread for the City Legal Clinic, where he handled a variety of Social Security disability appeal cases, family law matters and landlord and tenant cases.
