Steve has been representing individual and corporate clients in grand jury and other regulatory investigations, as well as in federal and state courts at both trial and appellate levels, for thirty years.  He is an expert in all phases of the litigation process, for both civil and criminal matters in jury and non-jury forums.  Steve also regularly conducts internal investigations into, and advises corporate clients concerning, potential Foreign Corrupt Practices Act issues. 

Representative Clients and Matters

In the past year, Steve has:

  • Convinced the Criminal Division of the United States Department of Justice to decline to bring any criminal charges against three separate, high-profile individual clients.
  • Concluded a six year-long defense of Public Relations Executive Michael Scanlon in the Jack Abramoff lobbying investigation with a favorable plea and sentence.
  • Defended a Fortune 100 pharmaceutical company in a qui tam action brought under the False Claims Act to the point of a successful pretrial settlement.
  • Mediated a $192 million resolution of decades-old litigation between the United States Department of Energy and Chevron.
