Haley Eagon is an associate in the litigation and enforcement group at Ropes & Gray. She focuses her practice on government and internal investigations, complex civil litigation, and antitrust merger reviews. She has experience drafting district court and appellate motions and briefs, preparing for witness interviews and oral argument, and managing fact development. Haley works with clients in diverse industries, including biotechnology, health care, real estate, investment management, business services, and higher education.

Haley rejoined the firm in November 2021 after a year-long fellowship at Greater Boston Legal Services, where she represented indigent tenants in eviction cases.

During law school, Haley interned for the Honorable John R. Tunheim in the U.S. District Court for the District of Minnesota, and represented claimants appealing the denial of unemployment benefits as a Rule 3:03 student practitioner. She also served as co-president of Boston University’s Lawyering for Reproductive Justice chapter, and Online Editor of the Boston University Law Review.

  • Defended investment firm in Securities and Exchange Commission investigation into allegations of improper trading.
  • Managed fact development in multiple antitrust merger reviews before the Department of Justice and Federal Trade Commission.
  • Filed district court and appellate amicus briefs on behalf of the American College of Obstetricians and Gynecologists regarding a federal rule restricting medical providers’ ability to counsel low-income patients.
