Strong Support from UPC Candidate Judges

The Advisory Panel for the UPC reported that they received over 1300 candidate judge applications. The Panel has been working very hard over the last four months to review and select a provisional list of potential candidates. The Preparatory Committee plans to discuss the Advisory Panel’s provisional candidate list at the next Committee meeting in July. Click here for more information.

The judge Training Centre was opened in Budapest on March 13, 2014. The EPO will have an active role in training the judges.

Revised Timeline for UPC
March 18, 2014

At its fifth meeting held on March 18, 2014, the Preparatory Committee for the Unified Patent Court (UPC) announced that it will be necessary to revise its target date for the launch of the UPC, from early 2015 until at least the end of 2015 (Read more). A revised roadmap will be published in due course.

Preparatory work for the UPC is continuing in earnest, with the inauguration on March 13, 2014 of training facilities for the UPC Judges in Budapest being acknowledged by the Preparatory Committee as a significant milestone towards the implementation of the UPC.

Training Center for UPC Judges opens in Budapest
March 13, 2014

The dedicated UPC Training Center opened in Budapest on March 13, 2014, and will serve as the main office for training the new Court’s judges. The inauguration of the new Training Center was marked by a two-day conference, providing an overview of the Unified Patent Court, the current progress of the Preparatory Committee, and the system for training new judges for the Court. Training is expected to begin in late 2015. 

Preparatory Committee of the UPC releases new set of draft Rules of Procedure
March 6, 2014

The Preparatory Committee released the 16th draft of the Rules of Procedure for the Unified Patent Court, detailing all of the changes that were made from the previous draft through tracked changes. The Expert Group was tasked with reviewing all of the comments that they received during the consultation period from June 25 to October 1, 2014, and incorporating necessary changes into the most recent draft. In addition, the Expert Group published a comprehensive digest, which outlines the Group’s reasoning for making specific edits. The Legal Group is leading an oral hearing later this year, and will take additional comments on the current Rules of Procedure at that time. Agreement Reached to create Nordic-Baltic Regional Division of the UPC
March 4, 2014

On March 4, 2014, Sweden, Lithuania, Latvia and Estonia signed an agreement to establish a Nordic-Baltic regional division of the Unified Patent Court, to be located in Stockholm. This is the first agreement on a regional division of the UPC. The division will conduct proceedings in English only. The Swedish government recently gave two patent bills to the Swedish Parliament for approval, proposing ratification of the UPC Agreement.
