Hui Chen is an internationally renowned expert in business ethics and compliance, with more than three decades of experience as a consultant, lawyer, academic and thought leader. She serves as a senior advisor and strategic consultant within R&G Insights Lab, the legal industry’s first—and only— analytics and behavioral science consulting group. In this role, she advises clients on the design, implementation, and assessment of ethics and compliance programs, drawing on her deep experience in both the public and private sectors.

Hui’s previous experience includes having served as the first in-house Compliance Counsel Expert at the U.S. Department of Justice, where she advised federal prosecutors in their evaluation of corporate compliance programs; worked alongside prosecutors and independent monitors after resolution to evaluate whether the company’s implementation of new compliance measures were effective; and provided trainings to U.S. and international prosecutors and investigators.  Hui was also the architect of the DOJ’s Evaluation of Corporate Compliance Programs document, viewed by many as the  “go-to” guide to compliance for practitioners across industries and geographies.

In the private sector, Hui has held high-profile, in-house compliance positions at Microsoft, Pfizer and Standard Chartered Bank. She is also a recognized thought leader who collaborates with leading academic researchers and publishes regularly in business and academic journals.  She has been a long-time advocate of data-driven compliance and the use of multidisciplinary teams to tackle ethics and compliance challenges.

Hui’s influence sits at the intersection of ethics, compliance, ESG, enforcement, and investigations. She has experience in and has advised clients on a range of legal and compliance topics, including anti-bribery and corruption; discrimination and harassment; antitrust and competition compliance; sanctions and money laundering; privacy and data governance; environmental compliance; and intellectual property.

Early in her career, Hui was an Assistant U.S. Attorney in the Eastern District of New York, where she represented the government in federal criminal cases involving narcotics, terrorism and fraud. She began her career as a trial attorney under the Attorney General’s Honors Program at the DOJ.
