During law school, Winnie was a graduate research assistant for the Rural Policy Research Institute where she analyzed and summarized proposed rules from the Centers for Medicare and Medicaid (CMS) and the U.S. Department of Health and Human Services (HHS), and assisted in drafting comment letters providing science-based and objective policy analysis to CMS/HHS on rural-specific issues. While pursuing her joint Master of Health Administration degree, Winnie was a health administrative intern for the Chief Operating Officer of one of the top academic medical centers in the U.S. Prior to joining the firm, Winnie practiced in the health care group of another leading global law firm. Before law school, Winnie was a real estate broker in Chicago.
