Tom Susman proposes lobbying-reform measures

Lobbying reform has generated considerable debate within the Beltway and beyond. In a recent article published in the ABA's Administrative Law Review, Thomas M. Susman, a partner in the Washington, D.C. office of Ropes & Gray, advances the debate with a substantive, succinct set of reform measures. Among the measures proposed by Susman, who is also the chair of the Ethics Committee of the American League of Lobbyists, are a near-zero tolerance for gifts, meals and entertainment paid for by lobbyists and their employers, as well as stiffer penalties for violating lobbying rules.
