In October 2019, the US issued executive order 13894 in response to actions of the Turkish government in Syria. The implementing regulations published in June 2020 are published "in abbreviated form" to provide immediate guidance to the public and will be supplemented with more comprehensive regulations.
The EO provides for sanctions to be implemented against persons determined to be current or former officials or instrumentalities of the Turkish government, or to operate in certain sectors of the Turkish economy, in addition to those determined to contribute the commission of serious human rights abuses or actions that threaten peace, security, stability, or territorial integrity of Syria.
Sanctions can also be applied against persons determined to be responsible for disruption of the ceasefire in Northern Syria or of certain efforts to "promote a political solution to the conflict in Syria", and those responsible for intimidation or forced repatriation of displaced persons from Syria.
