The European Commission today adopted acts updating the product scope and digital tools to support implementation of the EU Deforestation Regulation. These measures build on the legislative amendment agreed in December 2025 and are part of the simplification package presented by the Commission in May. The EUDR will begin to apply starting December 30. We further discuss the regulations adopted today in this post.

The Delegated Regulation
The Delegated Regulation updates Annex I of the EUDR. Annex I lists the commodities and derived products that are in-scope under the Regulation.
The Delegated Regulation includes both additions and deletions to Annex I:
The Delegated Regulation removes cattle hides, skins and leather, re-treaded tires, soybeans for sowing, articles of vulcanized rubber, conveyor and transmission belts and aircraft and motor vehicle seats from the scope of the EUDR.
It adds soluble coffee, certain palm oil derivatives and frozen cattle tongues.
To allow businesses sufficient time to prepare, the new Annex I products will become subject to the EUDR starting December 30, 2027.
The product scope updates do not change the list of commodities covered by the Regulation, but instead relate only to derived products.
The Delegated Regulation also clarifies that samples and products used for analysis, examination and testing are outside the scope of the EUDR. It also introduces targeted exemptions for specific categories of products, including waste, used and second-hand products, packing material and products used in the manufacture of medicinal products.
The Delegated Regulation will now be sent to the European Parliament and the Council for scrutiny before entering into force.
The Information System Implementing Regulation
The Implementing Regulation adopted today establishes the technical rules for the EUDR Information System. The updated system introduces operational simplifications requested by EU member states and industry, including simplified declarations for micro and small primary operators and updated technical specifications for automated application programming interfaces.
The Information System reopened at the end of June. The Commission indicated it will continue to improve the system, provide regular updates to its documentation and offer training sessions for companies starting at the end of July.
The Commission also has indicated that additional functionalities to the Information System will be introduced later this summer.
