Electronic health records are the subject of intense public interest, initiative and commentary.  Several bills have been introduced in Congress on the subject; the OIG has proposed rules; states have pending legislation on adopted projects; private groups have been formed; and private companies are selling software.  Major projects are expensive (and the savings are hard to track).  Major projects have stalled or failed.
