On Sept. 21, Bloomberg BNA’s Health Law Reporter published the seventh article in a series by health care partner Tom Bulleit (Washington, D.C.) in which he examines efforts to repeal and replace the Affordable Care Act (ACA or Obamacare).
Titled “Rogue Two: A Health Care Reform Story – Five Things to Watch in the Insurgent, Long-Shot Campaigns to Salvage Health Care Reform Efforts,” the article addresses the difficult challenges that “rebel” Republican lawmakers face in policy and politics as they try to reform Obamacare.
In comparing the Republican initiative to the film Rogue One: A Star Wars Story, Mr. Bulleit outlines several key challenges, including the Sept. 30 expiration of the fast-track budget reconciliation procedure in the Senate that allows bills to proceed with 51 votes as opposed to the usual 60; division regarding the issue of state waivers from Obamacare requirements; the uncertainty of federal reimbursement payments to insurers to stabilize state health insurance exchanges; and the Medicare-For-All Act of 2017 proposed by Senator Bernie Sanders, which would change the American health care system to a single-payer model covering all U.S. residents under a universal Medicare program.
