The authors conclude: “The first half of 2020 has brought an expansion of the U.S. Office of Foreign Assets Control’s country-based sanctions programs, specific guidance documents, and efforts by OFAC to target — including through both designations and enforcement actions — conduct that is of particular concern to the agency. Given global developments and, in particular, growing tension between the U.S. and China, it is foreseeable that the second half of 2020 will continue to be active.”
