Steve explains that he does not expect the decoupling of the 2020 supplementary letter to change the strategies of standard-essential patent licensors and licensees. He notes that parties are still going to approach their negotiations in the same way and try to comply with the policies of the standard-setting organizations and the legal frameworks by the courts.
