Douglas Hallward-Driemeier to Discuss Challenges of FCA Appeals at Federal Bar Association Conference

Litigation & enforcement partner, Douglas Hallward-Driemeier, will participate in the Federal Bar Association’s 2023 Qui Tam Conference, taking place virtually and in-person in Washington D.C., February 16-17.

Doug’s panel, “Navigating FCA Appeals,” will examine how False Claims Act (FCA) matters make it past trials court to reach the U.S. Supreme Court. FCA cases rarely make it to appeal for various reasons, including “the appellate and Supreme Court’s interest in the meets and bounds of FCA procedure, motions to dismiss, government intervention, and role of relator and government.” Panelists will discuss how to be successful before an appellate court in framing and litigating FCA cases.

Throughout his career, Doug has presented nearly 100 appellate arguments, including 18 times before the U.S. Supreme Court and before every federal circuit court of appeals. He has briefed and argued both civil and criminal matters over a wide range of subjects and has particular experience in the areas of administrative and constitutional law, intellectual property, bankruptcy, the False Claims Act, securities law, and antitrust.
