Ropes & Gray announced today that former United States Attorney for the District of Massachusetts Joshua Levy will rejoin the firm on March 31 as a partner, expanding the capabilities of the firm’s award-winning litigation & enforcement practice with his impressive case experience in health care fraud, white collar, public corruption and government procurement.
As U.S. Attorney from May 2023 to January 2025, Levy led an office of over 120 prosecutors. He previously served as the First Assistant U.S. Attorney, the number two position in the office, from January 2022 to May 2023. Josh’s tenure as U.S. Attorney followed nearly two decades as a partner at Ropes & Gray, during which he secured trial victories for clients in high-profile criminal prosecutions and was inducted into the American College of Trial Lawyers.
“We are thrilled to have Josh back at Ropes & Gray, especially as the enforcement landscape gets more complex for our clients,” said Julie Jones, chair. “Josh has been a powerhouse on both sides of the enforcement table, recently spearheading some of the government’s most notable prosecutions and investigations. He’ll be an incredible asset to our clients, forging strong relationships and delivering great outcomes on their most sensitive and critical issues.”
As the leader of the U.S. Attorney’s Office for the District of Massachusetts, Levy directed both criminal and civil prosecutions. During Levy’s tenure, the office was one of the most active and productive in the country in terms of False Claims Act enforcement. His team brought numerous high-profile cases, including the conviction at trial of Vladislav Klyushin, a Russian businessman, in a sophisticated $93 million cyber fraud and insider trading case. He also supervised the $42 million criminal resolution with Magellan Diagnostics over fraud and Food Drug and Cosmetic Act violations. In addition, Levy served on the white collar crime and national security subcommittees of the Attorney General’s Advisory Committee, as well as on the Deputy Attorney General’s Corporate Crime Advisory Group.
As a partner at Ropes & Gray from 2004 to 2021, Levy served in numerous management roles, including practice group leader of the litigation & enforcement practice and co-managing partner of the firm’s Boston office. He specialized in white collar defense and complex civil litigation, with a particular focus on the health care, pharmaceutical, medical device, and health IT industries. Levy also served as an assistant United States attorney for seven years earlier in his career, prosecuting white collar crime.
“Returning to Ropes & Gray was never a question for me. The firm has an incomparable culture of teamwork and a high-powered enforcement team that clients turn to for high-stakes investigations and bet-the-company matters,” said Levy. “I hope to draw on my recent experience leading the U.S. attorney’s office to advise clients on how to navigate government investigations and steer them to successful outcomes.”
“Josh’s track record of success speaks for itself, and his impact on the firm and our clients will be felt immediately,” added Laura Hoey, co-head of the firm’s litigation & enforcement group. “Josh is the greatest of mentors, and developing young lawyers is one of his superpowers. I’m thrilled that our team will once again have the benefit of his knowledge and experience.”
In addition to Levy, Ropes & Gray is also welcoming back James R. Drabick to the litigation & enforcement practice group. He joins the firm as counsel, after serving for eight years as Assistant United States Attorney for the District of Massachusetts and the Eastern District of Michigan, and as senior enforcement counsel at the U.S. Securities and Exchange Commission. J.R. was as an associate at Ropes & Gray from 2006 to 2012.
