Peter is an associate in the firm’s health care group. He advises a range of health care clients, including health systems, providers, pharmaceutical and medical device companies, pharmacies, and suppliers, on regulatory, enforcement, compliance, and transactional matters. Peter’s practice focuses on providing ongoing compliance advice, assisting with internal investigations, and responding to government inquiries and enforcement actions, particularly related to federal and state health care fraud and abuse laws, including the Anti-Kickback Statute, the Stark Law, and the False Claims Act. Peter also advises clients on health care regulatory considerations related to joint ventures, sales and marketing initiatives, reimbursement requirements, and compliance program development. Before joining Ropes & Gray, Peter served as a law clerk to Justice Barbara A. Lenk on the Massachusetts Supreme Judicial Court.

- Defended health system in attorney general investigation alleging violations of state law concerning COVID-19 testing.
- Advised health system in responding to a government inquiry arising out of a whistleblower complaint alleging violations of the False Claims Act relating to hospice admissions.
- Advised health system in responding to a government inquiry arising out of a whistleblower complaint alleging violations of the False Claims Act relating to inpatient hospital care.
- Assisted multiple health care provider entities in conducting internal reviews of compliance programs, trainings, and policies and procedures.
