Garrett Mannchen is counsel in Ropes & Gray's health care practice, where he brings extensive experience in federal regulatory and administrative litigation. Garrett focuses his practice on representing healthcare and pharmaceutical industry clients in complex matters involving Medicare, Medicaid, and the Affordable Care Act, including challenges to agency actions under the Administrative Procedure Act (APA).
Garrett brings nearly a decade of experience at the U.S. Department of Health and Human Services (HHS), Office of the General Counsel, Centers for Medicare & Medicaid Services Division (CMS), where he served as counsel in federal district court and appellate court litigation involving major federal health care programs. In this role he also advised agency decision makers on policy matters relating to the Medicaid Drug Rebate Program, Medicaid demonstration projects, and annual Medicare inpatient payment system rules.
Garrett's tenure at HHS included a detail to the U.S. Department of Justice (DOJ), Civil Division, Federal Programs Branch, where he litigated high-profile cases involving challenges to federal law and policies under the APA and the United States Constitution.
Prior to joining HHS, Garrett clerked for the Honorable Roger L. Wollman of the U.S. Court of Appeals for the Eighth Circuit.
