On February 4, the Bush Administration sent its $3.1 trillion FY 2009 budget proposal to Congress. To help balance the budget by 2012, the proposal includes $200 billion in cuts to Medicare ($182.7 billion) and Medicaid ($18.2 billion) over five years.
