The new health reform law, the Patient Protection and Affordable Care Act, authorizes the Secretary of the U.S. Dept. of Health and Human Services to test innovative payment and service delivery models designed to reduce Medicare and Medicaid program expenditures while preserving or enhancing the quality of care. The ACO shared savings program is only one of many payment reform initiatives created by PPACA. Outside of PPACA, state governments and commercial payors are exploring other provider payment models.
