Reflecting on the failure of the House Republicans’ first effort at ‘repeal and replace’ Obamacare, Mr. Bulleit examines what changes might need to be made to bring a successful ‘repeal and replace 2.0’ bill through the House and Senate and to President Trump for signature, including more faith and patience from House conservatives, reducing the amount of but retaining federal subsidies, keeping but putting more limitations on existing Medicaid expansion, and leaving the culling of the ACA’s ten essential health benefits to the regulatory process.
